  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             for business retention and expansion. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION FOR BUSINESS RETENTION AND 
  1.6   EXPANSION.] 
  1.7      Subdivision 1.  [NORTH METRO BUSINESS RETENTION AND 
  1.8   DEVELOPMENT COMMISSION.] $42,500 in fiscal year 1996 and $42,500 
  1.9   in fiscal year 1997 is appropriated to the commissioner of trade 
  1.10  and economic development for a grant to the North Metro Business 
  1.11  Retention and Development Commission, and is for the purpose of 
  1.12  expanding the commission's business retention and expansion 
  1.13  program to include: 
  1.14     (1) updating participating community database information; 
  1.15     (2) coordinating business training needs with area 
  1.16  community and technical colleges; 
  1.17     (3) acting as a regional clearinghouse for business 
  1.18  location and expansion needs that cannot be met by a 
  1.19  participating community; 
  1.20     (4) coordinating private sector summer youth employment 
  1.21  opportunities with local agencies; and 
  1.22     (5) coordinating annual marketing seminars and conferences 
  1.23  for area small businesses.  
  1.24     This grant is available only on a demonstration of a 
  2.1   dollar-for-dollar cash match from the commission.  The 
  2.2   commission shall submit a written report to the department of 
  2.3   trade and economic development. 
  2.4      Subd. 2.  [BUSINESS RETENTION IN METROPOLITAN 
  2.5   AREA.] $100,000 in fiscal year 1996 and $100,000 in fiscal year 
  2.6   1997 is appropriated to the commissioner of trade and economic 
  2.7   development for a grant to create a business retention and 
  2.8   expansion program in the metropolitan area using the North Metro 
  2.9   Business Retention and Development Commission model and database 
  2.10  information system model, upon the demonstration of a 
  2.11  dollar-for-dollar cash match from each participating city or 
  2.12  cities in the metropolitan area. 
  2.13     Subd. 3.  [BUSINESS RETENTION IN GREATER MINNESOTA.] 
  2.14  $100,000 in fiscal year 1996 and $100,000 in fiscal year 1997 is 
  2.15  appropriated to the commissioner of trade and economic 
  2.16  development for a grant to create a business retention and 
  2.17  expansion pilot project in a greater Minnesota city or cities 
  2.18  using the North Metro Business Retention and Development 
  2.19  Commission model and database information system model, upon the 
  2.20  demonstration of a dollar-for-dollar cash match from the 
  2.21  participating city or cities.
