  1.1                          A bill for an act 
  1.2             relating to economic development; providing funding to 
  1.3             the University of Minnesota to support research and 
  1.4             development activities related to international 
  1.5             commerce; providing funding for the Minnesota Internet 
  1.6             center; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [UNIVERSITY OF MINNESOTA INTERNATIONAL TRADE 
  1.9   ACTIVITIES; APPROPRIATION.] 
  1.10     (a) $2,000,000 is appropriated from the general fund to the 
  1.11  regents of the University of Minnesota for the biennium ending 
  1.12  June 30, 1999. 
  1.13     (b) Of this appropriation, $250,000 in fiscal year 1998 and 
  1.14  $250,000 in fiscal year 1999 is for research and development to 
  1.15  provide application, content, and technical assistance to 
  1.16  support global United Nations tradepoints located in Minnesota. 
  1.17     (c) Of this appropriation, $750,000 in fiscal year 1998 and 
  1.18  $750,000 in fiscal year 1999 is for the operation of a secure 
  1.19  electronic authentication link laboratory. 
  1.20     The appropriations for the first year of the biennium carry 
  1.21  over and do not cancel until June 30, 1999. 
  1.22     Sec. 2.  [MINNESOTA INTERNET CENTER; APPROPRIATION.] 
  1.23     $150,000 in fiscal year 1998 and $350,000 in fiscal year 
  1.24  1999 is appropriated from the general fund to the Minnesota 
  1.25  office of technology for the Minnesota Internet center for 
  1.26  purposes of providing technical support and planning grants to 
  2.1   regional groups which desire to form or have formed tradepoint 
  2.2   associations which will be linked with the United Nations Global 
  2.3   Tradepoint Network.  One goal of tradepoint associations is to 
  2.4   provide access for small businesses to international markets.
