  1.1                          A bill for an act 
  1.2             relating to children; increasing revenue for early 
  1.3             childhood family education; including expectant parent 
  1.4             activities in early childhood family education 
  1.5             programs; appropriating money for early childhood 
  1.6             family education aid; amending Minnesota Statutes 
  1.7             1998, sections 124D.13, subdivision 2; and 124D.135, 
  1.8             subdivision 1. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1998, section 124D.13, 
  1.11  subdivision 2, is amended to read: 
  1.12     Subd. 2.  [PROGRAM CHARACTERISTICS.] Early childhood family 
  1.13  education programs are programs for children in the period of 
  1.14  life from birth to kindergarten, for the parents of such 
  1.15  children, and for expectant parents.  The programs may include 
  1.16  the following:  
  1.17     (1) programs to educate parents about the physical, mental, 
  1.18  and emotional development of children; 
  1.19     (2) programs to enhance the skills of parents in providing 
  1.20  for their children's learning and development; 
  1.21     (3) learning experiences for children and parents that 
  1.22  promote children's development; 
  1.23     (4) activities designed to detect children's physical, 
  1.24  mental, emotional, or behavioral problems that may cause 
  1.25  learning problems; 
  1.26     (5) activities and materials designed to encourage 
  1.27  self-esteem, skills, and behavior that prevent sexual and other 
  2.1   interpersonal violence; 
  2.2      (6) educational materials which may be borrowed for home 
  2.3   use; 
  2.4      (7) information on related community resources; 
  2.5      (8) programs to prevent child abuse and neglect; 
  2.6      (9) other programs or activities to improve the health, 
  2.7   development, and learning readiness of children; or 
  2.8      (10) activities designed to maximize development during 
  2.9   infancy; or 
  2.10     (11) activities designed especially for expectant parents.  
  2.11     The programs must not include activities for children that 
  2.12  do not require substantial involvement of the children's 
  2.13  parents.  The programs must be reviewed periodically to assure 
  2.14  the instruction and materials are not racially, culturally, or 
  2.15  sexually biased.  The programs must encourage parents to be 
  2.16  aware of practices that may affect equitable development of 
  2.17  children. 
  2.18     Sec. 2.  Minnesota Statutes 1998, section 124D.135, 
  2.19  subdivision 1, is amended to read: 
  2.20     Subdivision 1.  [REVENUE.] The revenue for early childhood 
  2.21  family education programs for a school district equals $101.25 
  2.22  for 1998 and $113.50 $120 for 1999 2000 and later fiscal years 
  2.23  times the greater of: 
  2.24     (1) 150; or 
  2.25     (2) the number of people under five years of age residing 
  2.26  in the district on October 1 of the previous school year. 
  2.27     Sec. 3.  [APPROPRIATIONS.] 
  2.28     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.29  LEARNING.] The sums indicated in this section are appropriated 
  2.30  from the general fund to the department of children, families, 
  2.31  and learning for the fiscal years designated. 
  2.32     Subd. 2.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  2.33  childhood family education aid according to Minnesota Statutes, 
  2.34  section 124D.135: 
  2.35       $19,496,000    .....     2000 
  2.36       $20,430,000    .....     2001 
  3.1      The 2000 appropriation includes $1,390,000 for 1999 and 
  3.2   $17,546,000 for 2000. 
  3.3      The 2001 appropriation includes $1,949,000 for 2000 and 
  3.4   $18,387,000 for 2001. 
  3.5      $10,000 each year may be spent for evaluation of early 
  3.6   childhood family education programs. 
  3.7      Any balance in the first year does not cancel but is 
  3.8   available in the second year.
