  1.1                          A bill for an act 
  1.2             relating to gambling; proposing an amendment to the 
  1.3             Minnesota Constitution, article X, section 8, 
  1.4             permitting the legislature to authorize gaming 
  1.5             machines and card games at a horse racing facility. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution, article X, 
  1.9   section 8, is proposed to the people.  If the amendment is 
  1.10  adopted, article X, section 8, will read: 
  1.11     Sec. 8.  The legislature may authorize on-track pari-mutuel 
  1.12  betting on horse racing in a manner prescribed by law.  The 
  1.13  legislature may authorize an entity licensed to conduct 
  1.14  pari-mutuel betting to operate gaming machines and card games at 
  1.15  a horse racing facility first licensed before January 1, 1999. 
  1.16     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.17     The constitutional amendment must be submitted to the 
  1.18  people at the 2000 general election.  The question submitted 
  1.19  shall be: 
  1.20     "Shall the Minnesota Constitution be amended to authorize 
  1.21  an entity that is licensed to conduct pari-mutuel betting at a 
  1.22  racetrack first licensed before January 1, 1999, to operate 
  1.23  gaming machines and card games at that racetrack? 
  1.24                                     Yes .......
  1.25                                     No ........"
