  1.1                          A bill for an act 
  1.2             relating to legislation; requiring a rural-urban 
  1.3             migration impact study to be prepared for certain 
  1.4             budget proposals; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [3.984] [MIGRATION IMPACT STUDY.] 
  1.8      A migration impact study must be prepared for each 
  1.9   appropriation that is likely to have an impact on the migration 
  1.10  of people out of rural Minnesota and into the metropolitan 
  1.11  area.  The determination of the likelihood of the impact must be 
  1.12  made by the chair of each committee to which the bill containing 
  1.13  the appropriation has been referred.  The determination need not 
  1.14  be made if the chair of a committee to which the bill was 
  1.15  previously referred has already determined that the 
  1.16  appropriation would have an impact on migration.  The 
  1.17  determination must be forwarded to the department or agency that 
  1.18  would receive the appropriation and the department or agency 
  1.19  must prepare the report.  The report must be delivered to the 
  1.20  committee chair that made the determination.
