  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.11  subdivision 5a, is amended to read: 
  1.12     Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.13  5, the advisory councils and committees listed in this 
  1.14  subdivision do not expire June 30, 1997.  These groups expire 
  1.15  June 30, 2001, unless the law creating the group or this 
  1.16  subdivision specifies an earlier expiration date. 
  1.17     Investment advisory council, created in section 11A.08; 
  1.18     Intergovernmental information systems advisory council, 
  1.19  created in section 16B.42, expires June 30, 1999; 
  1.20     Feedlot and manure management advisory committee, created 
  1.21  in section 17.136;

  4.28     Sec. 2.  Minnesota Statutes 2000, section 248.10, is 
  4.29  amended to read: 
  4.30     248.10 [REHABILITATION ADVISORY COUNCIL FOR THE BLIND.] 
  4.31     The commissioner shall establish a rehabilitation advisory 
  4.32  council for the blind consistent with the federal Rehabilitation 
  4.33  Act of 1973, Public Law Number 93-112, as amended.  Advisory 
  4.34  Council members shall be compensated as provided in section 
  4.35  15.059, subdivision 3.  Members of the council for the blind 
  4.36  appointed before July 1, 1993, shall serve on the advisory 
  5.1   council until the end of their appointed terms.  The advisory 
  5.2   council shall advise the commissioner about programs of the 
  5.3   division of state services for the blind and visually disabled.  
  5.4   The advisory council is limited to 15 members, a majority of 
  5.5   whom must be blind or visually disabled. 
  5.6      Sec. 3.  Minnesota Statutes 2000, section 268.29, is 
  5.7   amended to read: 
  5.8      268.29 [JUVENILE JUSTICE PROGRAM.] 
  5.9      The governor shall designate the department of economic 
  5.10  security as the sole agency responsible for supervising the 
  5.11  preparation and administration of the state plan for juvenile 
  5.12  justice required by the Juvenile Justice and Delinquency 
  5.13  Prevention Act of 1974, as amended. 
  5.14     The governor shall designate the juvenile justice advisory 
  5.15  committee as the supervisory board for the department of 
  5.16  economic security with respect to preparation and administration 
  5.17  of the state plan and award of grants.  
  5.18     The governor shall appoint members to the juvenile justice 
  5.19  advisory committee in accordance with the membership 
  5.20  requirements of the Juvenile Justice and Delinquency Prevention 
  5.21  Act of 1974, as amended.  Section 15.059, subdivision 3, governs 
  5.22  the compensation of the members. 
  5.23     Sec. 4.  Minnesota Statutes 2000, section 268A.02, 
  5.24  subdivision 2, is amended to read: 
  5.25     Subd. 2.  [REHABILITATION ADVISORY COUNCIL.] The 
  5.26  commissioner shall establish a state rehabilitation advisory 
  5.27  council and a statewide independent living council consistent 
  5.28  with the federal Rehabilitation Act of 1973, Public Law Number 
  5.29  93-112, as amended.  Members of the advisory council councils 
  5.30  shall be compensated as provided in section 15.059, subdivision 
  5.31  3.  Members of the consumer advisory council appointed prior to 
  5.32  July 1, 1993, shall serve on the rehabilitation advisory council 
  5.33  until the end of their appointed terms.  
  5.34     Sec. 5.  [COUNCILS AND COMMITTEES; CONTINUATION.] 
  5.35     (a) Notwithstanding Minnesota Statutes, section 15.059, the 
  5.36  following councils and committees do not expire unless federal 
  6.1   law no longer requires the existence of the council or committee:
  6.2      (1) Rehabilitation council for the blind, created in 
  6.3   Minnesota Statutes, section 248.10; 
  6.4      (2) Juvenile justice advisory committee, created in 
  6.5   Minnesota Statutes, section 268.29; 
  6.6      (3) Governor's workforce development council, created in 
  6.7   Minnesota Statutes, section 268.665; 
  6.8      (4) Local workforce councils, created in Minnesota 
  6.9   Statutes, section 268.666, subdivision 2; 
  6.10     (5) Rehabilitation council, created in Minnesota Statutes, 
  6.11  section 268A.02, subdivision 2; and 
  6.12     (6) Statewide independent living council, created in 
  6.13  Minnesota Statutes, section 268A.02, subdivision 2. 
  6.14     (b) Notwithstanding Minnesota Statutes, section 15.059, the 
  6.15  youthbuild advisory committee, created in Minnesota Statutes, 
  6.16  section 268.363, does not expire. 
  6.17     Sec. 6.  [EFFECTIVE DATE.] 
  6.18     Sections 1 to 5 are effective the day following final 
  6.19  enactment.
