  1.1                          A bill for an act 
  1.2             relating to education; excepting instructors of 
  1.3             English as a second language in adult basic education 
  1.4             programs from licensure requirements; amending 
  1.5             Minnesota Statutes 1998, section 122A.26, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 122A.26, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 3.  [INSTRUCTORS OF ENGLISH AS A SECOND LANGUAGE.] 
  1.11  Notwithstanding subdivision 2, a person who possesses a 
  1.12  bachelor's or master's degree in English as a second language, 
  1.13  applied linguistics, bilingual education or who possesses a 
  1.14  related degree approved by the commissioner of children, 
  1.15  families, and learning, shall be permitted a limited license to 
  1.16  teach English as a second language in an adult basic education 
  1.17  program which receives funding under section 124D.52.  A person 
  1.18  employed under this provision shall be required to meet the 
  1.19  continuing education requirements specified under Minnesota 
  1.20  Rules, part 8700.0900.  The required continuing education clock 
  1.21  hours must be relevant to the field of adult basic education.
