A bill for an act
relating to waters; modifying requirements for lake improvement districts;
amending Minnesota Statutes 2006, section 103B.571, subdivision 4, by adding
a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 103B.571, subdivision 4, is amended to
read:


Subd. 4.

Annual report.

Each year the board of directors shall prepare and file a
report of the financial conditions of the district, the status of all projects in the district, the
business transacted by the district, other matters affecting the interests of the district, and a
discussion of the directors' intentions for the succeeding years. new text begin The financial conditions
in the report must include the district's tax capacity, tax levy, tax rate or parcel dollars,
and total budget and the amount spent on legal and financial activities, administration,
district operations, and water quality and quantity. An expenditure by the board of $1,000
or more also must be itemized in the report.
new text end Copies of the report shall be transmitted to
the county board or joint county authority, town boards and city councils of statutory and
home rule charter cities wholly or partially within the district, the commissioner of natural
resources, and the Pollution Control Agency by four months after the annual meeting.new text begin The
commissioner of natural resources shall post the report on the department's Web site.

Sec. 2.

Minnesota Statutes 2006, section 103B.571, is amended by adding a
subdivision to read:

assess whether each district is meeting the purpose of section 103B.511 and whether its
programs are consistent with statewide and regional plans according to section 103B.551,
subdivision 3, and make the assessment available to the public by electronic or other
means.
