  1.1                          A bill for an act 
  1.2             relating to education; adding participants to the 
  1.3             review of district discipline policies; providing for 
  1.4             district crisis management policies; amending 
  1.5             Minnesota Statutes 1998, sections 121A.61, subdivision 
  1.6             1; and 121A.65; proposing coding for new law in 
  1.7             Minnesota Statutes, chapter 121A. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1998, section 121A.61, 
  1.10  subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [REQUIRED POLICY.] Each school board must 
  1.12  adopt a written districtwide school discipline policy which 
  1.13  includes written rules of conduct for students, minimum 
  1.14  consequences for violations of the rules, and grounds and 
  1.15  procedures for removal of a student from class.  The policy must 
  1.16  be developed with the participation of administrators, teachers, 
  1.17  employees, pupils, parents, community members, law enforcement 
  1.18  agencies, county attorney offices, social service agencies, and 
  1.19  such other individuals or organizations as the board determines 
  1.20  appropriate.  A school site council may adopt additional 
  1.21  provisions to the policy subject to the approval of the school 
  1.22  board. 
  1.23     Sec. 2.  Minnesota Statutes 1998, section 121A.65, is 
  1.24  amended to read: 
  1.25     121A.65 [REVIEW OF POLICY.] 
  1.26     The principal or other person having general control and 
  2.1   supervision of the school, and representatives of parents, 
  2.2   students, and staff in a school building shall confer at least 
  2.3   annually to review the discipline policy and to assess whether 
  2.4   the policy has been enforced.  A school board must conduct an 
  2.5   annual review of the districtwide discipline 
  2.6   policy.  Administrators, teachers, employees, students, parents, 
  2.7   community members, law enforcement agencies, county attorney 
  2.8   offices, social service agencies, and any other appropriate 
  2.9   individuals or organizations must participate in the annual 
  2.10  review of the districtwide discipline policy. 
  2.11     Sec. 3.  [121A.68] [CRISIS MANAGEMENT POLICY.] 
  2.12     Subdivision 1.  [MODEL POLICY.] The commissioner shall 
  2.13  maintain and make available to school boards a model crisis 
  2.14  management policy. 
  2.15     Subd. 2.  [SCHOOL DISTRICT POLICY.] A school board must 
  2.16  adopt a district crisis management policy to address potential 
  2.17  violent crisis situations in the district.  The policy must be 
  2.18  developed with participation of administrators, teachers, 
  2.19  employees, students, parents, community members, law enforcement 
  2.20  agencies, county attorney offices, social service agencies, and 
  2.21  any other appropriate individuals or organizations. 
  2.22     Subd. 3.  [ANNUAL REVIEW.] The board must annually review 
  2.23  the district's crisis management policy with participation from 
  2.24  administrators, teachers, employees, students, parents, 
  2.25  community members, law enforcement agencies, county attorney 
  2.26  offices, social service agencies, and any other appropriate 
  2.27  individuals or organizations.
