  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for 
  1.3             soil and water conservation districts; providing 
  1.4             increased funding for general services and nonpoint 
  1.5             engineering technical assistance operating grants, 
  1.6             feedlot water quality management cost-share grants, 
  1.7             and special projects cost-share grant program. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [GENERAL SERVICES.] 
  1.10     $100,400 in fiscal year 2002 and $168,700 in fiscal year 
  1.11  2003 are appropriated from the general fund to the board of 
  1.12  water and soil resources for an increase to the general services 
  1.13  grants administered to soil and water conservation districts.  
  1.14  This appropriation is added to funds provided in the agency base.
  1.15     Future increases in this grant category must be made in the 
  1.16  base budget for the board of water and soil resources using the 
  1.17  same formula as that applied to state agency salary and benefit 
  1.18  base adjustments for inflation. 
  1.19     Sec. 2.  [NONPOINT ENGINEERING ASSISTANCE.] 
  1.20     $305,700 in fiscal year 2002 and $305,700 in fiscal year 
  1.21  2003 are appropriated from the general fund to the board of 
  1.22  water and soil resources for an increase to the nonpoint 
  1.23  engineering technical assistance operating grants administered 
  1.24  for nonpoint engineering technical assistance provided by the 
  1.25  soil and water conservation district joint powers boards.  This 
  1.26  appropriation is added to funds provided in the agency base. 
  2.1      Future increases in this grant category must be made in the 
  2.2   base budget for the board of water and soil resources using the 
  2.3   same formula as that applied to state agency salary and benefit 
  2.4   base adjustments for inflation. 
  2.5      Sec. 3.  [FEEDLOT WATER QUALITY MANAGEMENT PROGRAM.] 
  2.6      $600,000 in fiscal year 2002 and $600,000 in fiscal year 
  2.7   2003 are appropriated from the general fund to the board of 
  2.8   water and soil resources for an increase in funds for the 
  2.9   feedlot water quality management program administered by the 
  2.10  agency.  $500,000 each year is for increased funding to the 
  2.11  cost-share program and $100,000 each year is to increase funding 
  2.12  for nonpoint engineering assistance relating to the increase in 
  2.13  available cost-share.  This appropriation is added to funds 
  2.14  provided in the agency base for feedlot cost-share and technical 
  2.15  assistance. 
  2.16     Sec. 4.  [SPECIAL PROJECTS COST-SHARE PROGRAM.] 
  2.17     $500,000 in fiscal year 2002 and $500,000 in fiscal year 
  2.18  2003 are appropriated from the general fund to the board of 
  2.19  water and soil resources for the special projects cost-share 
  2.20  program for erosion and sediment control and water quality 
  2.21  improvement.  This appropriation is added to funds provided in 
  2.22  the agency base.
