  1.1                          A bill for an act
  1.2             relating to education; creating a new state aid to 
  1.3             provide funding for an extended school day, extended 
  1.4             school week, or an extended school year program; 
  1.5             appropriating money; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 124. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [124.305] [REVENUE FOR EXTENDED INSTRUCTIONAL 
  1.9   TIME.] 
  1.10     Subdivision 1.  [ESTABLISHMENT.] A funding source is 
  1.11  established to provide additional instructional time to students 
  1.12  who may be at risk of underperforming on the state's basic 
  1.13  skills test.  Funding may be used for an extended school day, an 
  1.14  extended school week, or an extended school year.  To the extent 
  1.15  possible, programming must be targeted to students most at risk 
  1.16  of underperforming on the state's graduation standards. 
  1.17     Subd. 2.  [BASIC HOURS OF INSTRUCTION.] "Basic hours of 
  1.18  instruction" means the number of hours that instruction is 
  1.19  provided for that grade level in the school district during the 
  1.20  second previous school year. 
  1.21     Subd. 3.  [REVENUE.] Extended instructional time revenue 
  1.22  equals the product of: 
  1.23     (1) $200; 
  1.24     (2) the lesser of one or the ratio of the district's free 
  1.25  and reduced-price lunch count from the previous fall expressed 
  1.26  as a percentage of total enrollment for the previous fall to 50 
  2.1   percent; and 
  2.2      (3) the number of pupils eligible for free or reduced-price 
  2.3   lunch as determined by the count for the previous fall. 
  2.4      Extended instructional time revenue is provided through 
  2.5   state aid. 
  2.6      Subd. 4.  [REVENUE USES.] A school district must use 
  2.7   extended day, extended week, or extended year revenue to provide 
  2.8   programs designed to help students reach the levels of 
  2.9   proficiency required by the state graduation rule.  The programs 
  2.10  may be offered through a longer school day or week during the 
  2.11  regular school year or through a summer school program. 
  2.12     Sec. 2.  [APPROPRIATIONS.] 
  2.13     $25,800,000 in fiscal year 1998 and $25,800,000 in fiscal 
  2.14  year 1999 is appropriated from the general fund to the 
  2.15  commissioner of children, families, and learning for the purpose 
  2.16  of funding the extended hours program according to section 1. 
  2.17     Sec. 3.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective July 1, 1997, for revenue for fiscal 
  2.19  years 1998 and later.
