  1.1                          A bill for an act 
  1.2             relating to education finance; delaying implementation 
  1.3             of the airport runway impact zone aid program; 
  1.4             amending Laws 2000, chapter 489, article 2, section 
  1.5             36, as amended.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 2000, chapter 489, article 2, section 36, 
  1.8   as amended by Laws 2001, First Special Session chapter 6, 
  1.9   article 1, section 44, is amended to read: 
  1.10     Sec. 36.  [FISCAL YEARS 2004 2006 TO 2008 2010 AIRPORT 
  1.11  RUNWAY IMPACT PUPIL UNIT AID; RICHFIELD.] 
  1.12     Subdivision 1.  [AIRPORT IMPACT ZONE PUPIL UNITS, 
  1.13  DEFINITION.] For the purposes of this section, "airport impact 
  1.14  zone pupil units" means the number of pupil units, according to 
  1.15  Minnesota Statutes 1999 Supplement, section 126C.05, subdivision 
  1.16  1, in school year 1998-1999 that were attributable to the 
  1.17  airport impact zone, as defined in Laws 1999, chapter 243, 
  1.18  article 16, section 35, subdivision 1. 
  1.19     Subd. 2.  [FISCAL YEAR 2004 2006.] For fiscal year 
  1.20  2004 2006 only, independent school district No. 280, Richfield, 
  1.21  is eligible for declining pupil unit aid equal to the product of 
  1.22  70 percent of the airport impact zone pupil units times the 
  1.23  general education formula allowance for fiscal year 2004 2006. 
  1.24     Subd. 3.  [FISCAL YEAR 2005 2007.] For fiscal year 
  1.25  2005 2007 only, independent school district No. 280, Richfield, 
  2.1   is eligible for declining pupil unit aid equal to the product of 
  2.2   70 percent of the airport impact zone pupil units times the 
  2.3   general education formula allowance for fiscal year 2005 2007. 
  2.4      Subd. 4.  [FISCAL YEAR 2006 2008.] For fiscal year 
  2.5   2006 2008 only, independent school district No. 280, Richfield, 
  2.6   is eligible for declining pupil unit aid equal to the product of 
  2.7   52.5 percent of the airport impact zone pupil units times the 
  2.8   general education formula allowance for fiscal year 2006 2008. 
  2.9      Subd. 5.  [FISCAL YEAR 2007 2009.] For fiscal year 
  2.10  2007 2009 only, independent school district No. 280, Richfield, 
  2.11  is eligible for declining pupil unit aid equal to the product of 
  2.12  35 percent of the airport impact zone pupil units times the 
  2.13  general education formula allowance for fiscal year 2007 2009. 
  2.14     Subd. 6.  [FISCAL YEAR 2008 2010.] For fiscal year 
  2.15  2008 2010 only, independent school district No. 280, Richfield, 
  2.16  is eligible for declining pupil unit aid equal to the product of 
  2.17  17.5 percent of the airport impact zone pupil units times the 
  2.18  general education formula allowance for fiscal year 2008 2010.
