  1.1                          A bill for an act 
  1.2             relating to human services; appropriating funds to the 
  1.3             commissioner of human services to place markers at 
  1.4             cemeteries located at regional treatment centers. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NAMES REQUIRED ON MONUMENTS.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $250,000 in fiscal year 
  1.8   2004 is appropriated from the general fund to the commissioner 
  1.9   of human services for grants to community-based or statewide 
  1.10  organizations for the purpose of purchasing and placing cemetery 
  1.11  grave markers or memorial monuments that include the available 
  1.12  names of individuals at cemeteries located at regional treatment 
  1.13  centers operated or formerly operated by the commissioner of 
  1.14  human services.  Individual monuments shall not be placed if the 
  1.15  family of the deceased resident objects to the placement of the 
  1.16  monument. 
  1.17     Subd. 2.  [ELIGIBILITY.] To be eligible for a grant, a 
  1.18  community-based or statewide organization must include members 
  1.19  of local service or charitable organizations, members of the 
  1.20  business community, persons with mental illness or developmental 
  1.21  disabilities, and to the extent possible, family members of 
  1.22  deceased residents of the regional treatment center, and present 
  1.23  or former employees of the regional treatment center sites. 
  1.24     Subd. 3.  [UNEXPENDED FUNDS.] Any unexpended portion of the 
  1.25  appropriation in subdivision 1 shall not cancel, but shall be 
  2.1   available in fiscal year 2005 for the purposes of subdivisions 1 
  2.2   and 2.  This is a onetime appropriation and shall not become 
  2.3   part of the base level funding for the 2006-2007 biennium.
