  1.1                          A bill for an act 
  1.2             relating to higher education; changing proration 
  1.3             procedures for state grants; amending Minnesota 
  1.4             Statutes 2002, section 136A.121, subdivision 7.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 136A.121, 
  1.7   subdivision 7, is amended to read: 
  1.8      Subd. 7.  [INSUFFICIENT APPROPRIATION.] If the amount 
  1.9   appropriated is determined by the office to be insufficient to 
  1.10  make full awards to applicants under subdivision 5, before any 
  1.11  award for that year has been disbursed, awards must be reduced 
  1.12  by the office must take the following actions, in the order 
  1.13  listed, until sufficient funds are available for full awards: 
  1.14     (1) adding notwithstanding section 136A.171, or any law to 
  1.15  the contrary, transfer from the unrestricted balance in the SELF 
  1.16  loan reserve fund to the state grant appropriation the amount 
  1.17  necessary to make full awards up to the total unrestricted 
  1.18  balance in the SELF loan reserve fund; 
  1.19     (2) transfer from the work-study appropriation under 
  1.20  sections 136A.231 to 136A.233, to the state grant appropriation 
  1.21  the amount necessary to make full awards up to the full 
  1.22  appropriation for work study; 
  1.23     (3) transfer from the child care grant appropriation under 
  1.24  section 136A.125 to the state grant appropriation the amount 
  1.25  necessary to make full awards up to the full appropriation for 
  2.1   child care grants; 
  2.2      (4) add a surcharge to the applicant's assigned family 
  2.3   responsibility, as defined in section 136A.101, subdivision 5a; 
  2.4   and 
  2.5      (2) (5) add a percentage increase in the applicant's 
  2.6   assigned student responsibility, as defined in subdivision 5.
