A bill for an act
relating to transportation; requiring certain programming for expansion along a
segment of marked Interstate Highway 94.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Definitions. new text end

new text begin For purposes of this section, the following terms have
the meanings given:

new text begin (1) "commissioner" means the commissioner of the Department of Transportation;
and
new text end

new text begin (2) "Interstate Highway 94 project" means construction or reconstruction of marked
Interstate Highway 94 with an additional general purpose lane of travel in each direction,
from the interchange at marked Trunk Highway 101 and Hennepin County State-Aid
Highway 81 in the city of Rogers, to the interchange at marked Trunk Highway 241
and Wright County State-Aid Highway 36.

new text begin The commissioner shall include the Interstate
Highway 94 project in the next regular update to the statewide transportation improvement
program. The Interstate Highway 94 project must remain in the statewide transportation
improvement program until it is completed, and it may not be delayed from the initial date
of scheduled commencement unless the commissioner (1) identifies special unforeseen
circumstances; and (2) submits a notification, including specific reasons for the delay, to
the chairs and ranking minority members of the legislative committees with jurisdiction
over transportation policy and finance.
