A bill for an act
relating to poverty; requiring commissioners to provide a poverty impact
statement on bills when requested by a legislator.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin At the request of any house of representatives or senate committee chair or ranking
minority member, the commissioner of the state department having jurisdiction over
the subject matter of the bill shall prepare a poverty impact statement on the bill, if
it appears as though its enactment could have a significant impact on the economic
well-being of low-income Minnesotans. A significant impact is one that reduces or
increases the number of Minnesotans in poverty by at least one-tenth of one percent of the
population of Minnesota, as measured by the National Academy of Sciences modernized
poverty measure. The commissioner preparing a poverty impact statement shall include
an estimate on the change in the number of Minnesotans in poverty using the National
Academy of Sciences measure, information about the source of its data, a brief description
of the analysis of that data, and any references to research that supports the method of
analysis. The analysis must also include impact by race, ethnicity, age, and gender when
data is available.
