A bill for an act
relating to creditor remedies; prohibiting garnishment of government aid for
assistance related to financial hardship during the COVID-19 public health
emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WAGE GARNISHMENT PROHIBITIONS ON COVID-19
GOVERNMENT ASSISTANCE.

new text begin (a) Federal, state, local, and tribal governmental payments issued to relieve the adverse
economic impact caused by the COVID-19 pandemic must be deemed to be government
assistance based on need under Minnesota Statutes, section 550.37, subdivision 14, making
them exempt from all claims for wage garnishments and levies of consumer debtors permitted
by Minnesota Statutes, chapters 550, 551, and 571.

child support and spousal maintenance obligations, including but not limited to orders and
obligations under Minnesota Statutes, chapters 518 and 518A.
