  1.1                          A bill for an act 
  1.2             relating to education; allowing school districts to 
  1.3             count only teachers whose primary duty is to provide 
  1.4             classroom instruction in language arts, math, science, 
  1.5             or social studies when reporting student-teacher 
  1.6             ratios and related class size information; amending 
  1.7             Minnesota Statutes 2002, sections 122A.06, subdivision 
  1.8             2; 123B.10, by adding a subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2002, section 122A.06, 
  1.11  subdivision 2, is amended to read: 
  1.12     Subd. 2.  [TEACHER.] (a) "Teacher" means a classroom 
  1.13  teacher or other similar professional employee required to hold 
  1.14  a license from the board of teaching.  
  1.15     (b) For purposes of reporting to parents and the public the 
  1.16  student-teacher ratios in the district, at a school site, or in 
  1.17  a course or program, or reporting other information related to 
  1.18  local class sizes, a district may count only those licensed 
  1.19  classroom teachers whose primary duty, as defined in their job 
  1.20  description, is to provide direct classroom instruction in 
  1.21  language arts, math, science, or social studies to students, and 
  1.22  must not count other instructional, supervisory, or support 
  1.23  staff.  The district must include the information under this 
  1.24  paragraph in its publication of financial information under 
  1.25  section 123B.10.  
  1.26     [EFFECTIVE DATE.] This section is effective the day 
  1.27  following final enactment. 
  2.1      Sec. 2.  Minnesota Statutes 2002, section 123B.10, is 
  2.2   amended by adding a subdivision to read: 
  2.3      Subd. 5.  [STUDENT-TEACHER RATIOS.] The board also must 
  2.4   publish at the same time information about student-teacher 
  2.5   ratios and other information related to local class sizes, 
  2.6   consistent with section 122A.06, subdivision 2, paragraph (b). 
  2.7      [EFFECTIVE DATE.] This section is effective the day 
  2.8   following final enactment.
