  1.1                          A bill for an act 
  1.2             relating to economic security; appropriating money for 
  1.3             youth employment programs; modifying youth employment 
  1.4             program provisions; amending Minnesota Statutes 1998, 
  1.5             sections 268.361, subdivision 7; 268.362, subdivision 
  1.6             2; 268.363; and 268.365, subdivision 2; proposing 
  1.7             coding for new law in Minnesota Statutes, chapter 268. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $500,000 is appropriated from the general fund to the 
  1.11  commissioner of economic security for the Youthbuild program 
  1.12  under Minnesota Statutes, sections 268.361 to 268.366.  Of this 
  1.13  appropriation, $350,000 is added to the department's budget 
  1.14  base.  Of this appropriation, $150,000 is for the Youthbuild 
  1.15  Tech program under section 6. 
  1.16     Sec. 2.  Minnesota Statutes 1998, section 268.361, 
  1.17  subdivision 7, is amended to read: 
  1.18     Subd. 7.  [VERY LOW INCOME.] "Very low income" means 
  1.19  incomes that are at or less than 50 70 percent of the area 
  1.20  median income, adjusted for family size, as estimated by the 
  1.21  department of housing and urban development. 
  1.22     Sec. 3.  Minnesota Statutes 1998, section 268.362, 
  1.23  subdivision 2, is amended to read: 
  1.24     Subd. 2.  [GRANT APPLICATIONS; AWARDS.] Interested eligible 
  1.25  organizations must apply to the commissioner for the grants.  
  1.26  The advisory committee must review the applications and provide 
  2.1   to the commissioner a list of recommended eligible organizations 
  2.2   that the advisory committee determines meet the requirements for 
  2.3   receiving a grant.  The total grant award for any program may 
  2.4   not exceed $80,000 $100,000 per year.  In awarding grants, the 
  2.5   advisory committee and the commissioner must give priority to: 
  2.6      (1) continuing and expanding effective programs by 
  2.7   providing grant money to organizations that are operating or 
  2.8   have operated a successful program that meets the program 
  2.9   purposes under section 268.364; and 
  2.10     (2) distributing programs throughout the state through 
  2.11  start-up grants for programs in areas that are not served by an 
  2.12  existing program. 
  2.13     To receive a grant under this section, the eligible 
  2.14  organization must match the grant money with at least an equal 
  2.15  amount of nonstate money.  The commissioner must verify that the 
  2.16  eligible organization has matched the grant money.  Nothing in 
  2.17  this subdivision shall prevent an eligible organization from 
  2.18  applying for and receiving grants for more than one program.  A 
  2.19  grant received by an eligible organization from the federal 
  2.20  Youthbuild Project under United States Code, title 42, section 
  2.21  5091, is nonstate money and may be used to meet the state match 
  2.22  requirement.  State grant money awarded under this section may 
  2.23  be used by grantee organizations for match requirements of a 
  2.24  federal Youthbuild Project. 
  2.25     Sec. 4.  Minnesota Statutes 1998, section 268.363, is 
  2.26  amended to read: 
  2.27     268.363 [ADVISORY COMMITTEE.] 
  2.28     A 13-member advisory committee is established as provided 
  2.29  under section 15.059 to assist the commissioner in selecting 
  2.30  eligible organizations to receive program grants and evaluating 
  2.31  the final reports of each organization.  Notwithstanding section 
  2.32  15.059, the advisory committee shall not expire before June 30, 
  2.33  1995.  Members of the committee may be reimbursed for expenses 
  2.34  but may not receive any other compensation for service on the 
  2.35  committee.  The advisory committee consists of representatives 
  2.36  of the commissioners of children, families, and learning, human 
  3.1   services, and economic security; a representative of the 
  3.2   chancellor of the Minnesota state colleges and universities; a 
  3.3   representative of the commissioner of the housing finance 
  3.4   agency; the director of the office of jobs policy; and seven 
  3.5   public members appointed by the governor.  Each of the following 
  3.6   groups must be represented by a public member experienced in 
  3.7   working with targeted youth:  labor organizations, local 
  3.8   educators, community groups, consumers, local housing 
  3.9   developers, youth between the ages of 16 and 24 who have a 
  3.10  period of homelessness, and other homeless persons.  At least 
  3.11  three of the public members must be from outside of the 
  3.12  metropolitan area as defined in section 473.121, subdivision 2.  
  3.13  The commissioner may provide staff to the advisory committee to 
  3.14  assist it in carrying out its purpose. 
  3.15     Sec. 5.  Minnesota Statutes 1998, section 268.365, 
  3.16  subdivision 2, is amended to read: 
  3.17     Subd. 2.  [PRIORITY FOR HOUSING.] Any residential or 
  3.18  transitional housing units that become available through a work 
  3.19  project that is part of the program described in section 268.364 
  3.20  must be allocated in the following order: 
  3.21     (1) homeless targeted youth who have participated in 
  3.22  constructing, rehabilitating, or improving the unit and their 
  3.23  families; 
  3.24     (2) homeless families with at least one dependent; 
  3.25     (3) other homeless individuals; 
  3.26     (4) other very low income families and individuals; and 
  3.27     (5) families or individuals that receive public assistance 
  3.28  and that do not qualify in any other priority group. 
  3.29     Sec. 6.  [268.368] [YOUTHBUILD TECH.] 
  3.30     Subdivision 1.  [GENERALLY.] A pilot program is established 
  3.31  within the department to make grants to eligible organizations 
  3.32  for programs which are available to students who have completed 
  3.33  at least four months in a program funded under section 268.362.  
  3.34  Programs funded under this section must provide participants 
  3.35  with the knowledge and skills necessary to obtain entry-level 
  3.36  jobs in the computer industry, including core computer classes 
  4.1   and job-specific education. 
  4.2      Subd. 2.  [GRANTS.] The provisions of section 268.361; 
  4.3   268.362, subdivision 2; 268.3625; and 268.366 shall apply to 
  4.4   grants under this section.
