A bill for an act
relating to employment; requiring a report on barriers to employment for people
with mental illness; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PLAN TO ADDRESS BARRIERS TO EMPLOYMENT.

new text begin The commissioner of employment and economic development must consult with the
commissioners of health and human services and stakeholders in order to identify the barriers
that people with mental illness face in obtaining employment and all current programs that
assist people with mental illness in obtaining employment. Stakeholders shall include people
with mental illness and their families, mental health advocates, mental health providers,
and employers. The commissioner of employment and economic development shall submit
a detailed plan to the legislative committees with jurisdiction over employment and human
services before February 1, 2020, identifying the barriers to employment and making
recommendations on how to best improve the employment rate among people with mental
illness.

Sec. 2. new text begin APPROPRIATIONS.

new text begin (a) $....... in fiscal year 2020 and $....... in fiscal year 2021 are appropriated from the
general fund to the commissioner of employment and economic development for grants to
programs that provide employment support services to people with mental illness under
Minnesota Statutes, sections 268A.13 and 268A.14. Of the money appropriated, $1,500,000
each year shall first be used to expand programs to areas of the state without an existing
employment support program, and secondly to expand existing programs.

new text begin (b) $....... in fiscal year 2020 and $....... in fiscal year 2021 are appropriated from the
general fund to the commissioner of human services for adult mental health pilot projects
under Minnesota Statutes, section 245.4661, subdivision 9, for community support program
services to sustain and expand employment support programs for people with mental illness.
This appropriation is added to the base.
