  1.1                          A bill for an act
  1.2             relating to education; specifying certain budget 
  1.3             conditions for women's athletics; amending Laws 1995, 
  1.4             chapter 212, article 1, section 4, subdivision 4; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 137. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [137.45] [WOMEN'S ATHLETICS.] 
  1.9      Subdivision 1.  [BUDGET.] All revenues and expenditures 
  1.10  attributable to women's athletics must be documented separately 
  1.11  from any other athletic activities on each campus.  Of the total 
  1.12  revenue available for women's athletics, no more than 70 percent 
  1.13  may come from the state special appropriation for 
  1.14  intercollegiate athletics.  The special appropriation may only 
  1.15  be used for actual costs directly attributable to women's 
  1.16  athletics which are approved by the women's athletic director.  
  1.17  If there is no women's athletic director the actual costs must 
  1.18  be approved by the women's coordinator and the campus athletic 
  1.19  director and chief fiscal officer. 
  1.20     Subd. 2.  [LIAISON.] The chairs of the house and senate 
  1.21  higher education finance divisions shall each appoint two 
  1.22  members to serve for the biennium as liaisons to the women's 
  1.23  athletic departments on all campuses of the university.  The 
  1.24  liaisons shall be available as contacts for the women's athletic 
  1.25  directors or coordinators if they need legislative assistance.  
  1.26  The liaisons shall periodically contact each women's athletic 
  2.1   director or coordinator. 
  2.2      Sec. 2.  Laws 1995, chapter 212, article 1, section 4, 
  2.3   subdivision 4, is amended to read: 
  2.4   Subd. 4.  Specials Transfer 
  2.5   The appropriation in subdivision 3, 
  2.6   paragraph (b), for Medical Research, 
  2.7   Special Hospitals Service and 
  2.8   Educational Offset, and the Institute 
  2.9   for Human Genetics; and in paragraph 
  2.10  (c) for the Underground Space Center, 
  2.11  Microelectronics and Information 
  2.12  Science Center, and the Center for 
  2.13  Advanced Manufacturing, Design, and 
  2.14  Control; and in paragraph (d) for the 
  2.15  Fellowships for Minority and 
  2.16  Disadvantaged Students, Intercollegiate 
  2.17  Athletics, Sea Grant College Program, 
  2.18  Biological Process Technology 
  2.19  Institute, and the Supercomputer 
  2.20  Institute shall be merged with the 
  2.21  operation and maintenance funding in 
  2.22  subdivision 2, effective June 30, 1997. 
  2.23     Sec. 3.  [EFFECTIVE DATE.] 
  2.24     Section 2 is effective the day following final enactment.
