A bill for an act
relating to transportation; prohibiting Metropolitan
Airports Commission from authorizing facility
demolition or further consideration of Northwest
Airlines 20/20 vision until Northwest Airlines
demonstrates compliance with financing agreement
covenants and reporting requirements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MORATORIUM ON AIRPORT PLANNING AND FACILITIES
DEMOLITION.

new text begin (a) The Metropolitan Airports Commission must not
officially consider, plan for, or authorize work on the
Northwest Airlines expansion plan 20/20 vision or allow
demolition of Northwest Airlines maintenance or hangar
facilities at the Minneapolis-St. Paul International Airport
until Northwest Airlines has submitted a report to the house of
representatives and senate committees having jurisdiction over
transportation policy and budget.

new text begin (b) The report must:

new text begin (1) explain current and projected future compliance by
Northwest Airlines with all commitments, provisions, and
covenants of the financing agreements between the state of
Minnesota, Northwest Airlines, and other parties;

new text begin (2) state the present and future impact of the demolition
of Building B hangars on airport employment, specifically
identifying jobs lost or projected to be lost, and wage levels
for those jobs;

new text begin (3) identify the companies that, by agreement with
Northwest Airlines, currently perform or will perform aircraft
maintenance work that was previously done in Minneapolis-St.
Paul International Airport facilities;

new text begin (4) identify countries other than the United States in
which aircraft maintenance work referenced in clause (3) is or
will be done; and
new text end

new text begin (5) with respect to the companies and countries referenced
in clauses (3) and (4), explain their applicable requirements
for aircraft maintenance employees or contract workers relating
to drug and alcohol testing and criminal backgrounds checks.
