A bill for an act
relating to transportation; providing for disabled American veteran license plates;
modifying provisions; amending Minnesota Statutes 2006, sections 168.12,
subdivision 5; 168.1251, subdivisions 1, 3, by adding a subdivision; repealing
Minnesota Statutes 2006, section 168.1251, subdivisions 4, 6.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2006, section 168.12, subdivision 5, is amended to read:
(a) In addition to any fee otherwise authorized or any tax
otherwise imposed upon any vehicle, the payment of which is required as a condition to
the issuance of any plate or plates, the commissioner shall impose the fee specified in
paragraph (b) that is calculated to cover the cost of manufacturing and issuing the plate
or plates, except for plates issued to disabled veterans as defined in section 168.031 deleted text begin anddeleted text end new text begin ,
new text end plates issued pursuant to section deleted text begin 168.124, 168.125, ordeleted text end 168.27, subdivisions 16 and 17, for
passenger automobilesnew text begin , or if otherwise specifiednew text end . The commissioner shall issue graphic
design plates only for vehicles registered pursuant to section 168.017 and recreational
vehicles registered pursuant to section 168.013, subdivision 1g.
(b) Unless otherwise specified or exempted by statute, the following plate and
validation sticker fees apply for the original, duplicate, or replacement issuance of a
plate in a plate year:

Minnesota Statutes 2006, section 168.1251, subdivision 1, is amended to read:

license plates bearing the inscription "DISABLED AMERICAN VETERAN" to an

state commissioner of veterans affairs as having a permanent and total service-connected
disabilitydeleted text begin , whodeleted text end new text begin ; and

new text begin (2) new text end complies with deleted text begin all laws relating todeleted text end new text begin this chapter and rules governing new text end the registration
deleted text begin and licensingdeleted text end of motor vehicles and new text begin licensing of new text end driversdeleted text begin , and who pays a fee of $10 for
each set of license plates applied fordeleted text end .

commissioner.new text begin Only one set of plates, or a single plate in the case of a motorcycle,
bearing the "DISABLED AMERICAN VETERAN" inscription may be issued for each
qualified applicant.

Minnesota Statutes 2006, section 168.1251, is amended by adding a subdivision
to read:

The commissioner shall issue a set of DISABLED AMERICAN
VETERAN plates, or a single plate for a motorcycle, to qualified applicants, free of
charge, and shall replace them without charge if they become damaged. In addition, no fee
may be charged for a subsequent year when stickers are issued for that motor vehicle on
which the DISABLED AMERICAN VETERAN plates are placed.

Minnesota Statutes 2006, section 168.1251, subdivision 3, is amended to read:
