  1.2             relating to crime prevention; providing for a grant 
  1.3             for a pilot project involving an enhanced probation 
  1.4             law enforcement community partnership; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATIONS.] 
  1.8      Subdivision 1.  [GRANTS.] $225,000 in fiscal year 1998 and 
  1.9   $225,000 in fiscal year 1999 are appropriated from the general 
  1.10  fund to the commissioner of corrections for a grant to Ramsey 
  1.11  county for a pilot project for aid in the establishment and 
  1.12  implementation of an enhanced probation law enforcement 
  1.13  community partnership grant proposal in Ramsey county to provide 
  1.14  intensive monitoring and coordination between juvenile probation 
  1.15  officers, local law enforcement personnel, and culturally 
  1.16  specific community nonprofit agencies to best deal with juvenile 
  1.17  probationers who have committed or who are at risk to commit 
  1.18  violent crimes, especially likely to involve weapons, and who 
  1.19  are associated with gang and drug activities in Ramsey county.  
  1.20  The appropriations must not be used to supplant law enforcement 
  1.21  or county probation officer positions, or correctional services 
  1.22  or programs. 
  1.23     Subd. 2.  [PILOT PROJECT.] (a) The pilot project is a local 
  1.24  Ramsey county community-based program designed to discourage 
  1.25  young people from involvement in unlawful drug or street gang 
  2.1   activities usually involving violence and weapons.  It will 
  2.2   provide a bridge between the law enforcement, corrections, and 
  2.3   culturally specific community-based programs designed to provide 
  2.4   a more intensive intervention, including during evenings and 
  2.5   weekends, effort with juvenile offenders on probation who are 
  2.6   identified as likely to engage in repeated criminal activity in 
  2.7   the future unless intervention is undertaken through intensive 
  2.8   surveillance, accountable consequences for probation violations, 
  2.9   and the use of culturally sensitive treatment programs that are 
  2.10  innovative and that encourage substantial involvement by members 
  2.11  of the community served by the program. 
  2.12     (b) This is a pilot project for Ramsey county, the city of 
  2.13  St. Paul, and other local law enforcement agencies along with 
  2.14  nonprofit community-based entities who may apply for a grant by 
  2.15  submitting an application to Ramsey county for a portion of the 
  2.16  state funding. 
  2.17     (c) The applicant nonprofit community-based entities must 
  2.18  specify the following in their application: 
  2.19     (1) a description of each program for which funding is 
  2.20  sought; 
  2.21     (2) intended outcomes and performance indicators for the 
  2.22  program; 
  2.23     (3) a description of the planning process that identifies 
  2.24  local community needs, surveys existing programs, provides for 
  2.25  coordination with existing programs, and involves all affected 
  2.26  sectors of the community; 
  2.27     (4) the geographical area to be served by the program; and 
  2.28     (5) the cultural specific group to be served. 
  2.29     Subd. 3.  [REPORT ON PILOT PROJECT.] Ramsey county shall 
  2.30  provide a summary of how the grant funds are spent and the 
  2.31  extent to which the objectives of the program are achieved, the 
  2.32  summary is to be submitted to the chairs of the committees of 
  2.33  the senate and house of representatives with jurisdiction over 
  2.34  criminal justice policy and funding of crime prevention 
  2.35  programs, by March 1 each year, based on the information 
  2.36  provided by applicants under this subdivision and the results of 
  3.1   the enforcement efforts of the joint police-probation officer 
  3.2   teams.
