  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             for a nonprofit community organization to provide 
  1.4             business opportunities in poor areas of a city of the 
  1.5             first class. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $250,000 is appropriated from the general fund to the 
  1.9   department of trade and economic development for a grant to a 
  1.10  nonprofit, member-run community organization located in a city 
  1.11  of the first class.  To be eligible for the grant, the 
  1.12  organization must focus its efforts in neighborhoods with high 
  1.13  levels of poverty and provide business opportunities to 
  1.14  community residents in order to promote self-sufficiency.  The 
  1.15  organization must have a demonstrable track record of success 
  1.16  and ability to raise funds from both private and public 
  1.17  sources.  The appropriation is available for the biennium ending 
  1.18  June 30, 1997.
