  1.1                          A bill for an act 
  1.2             relating to traffic regulations; authorizing cities 
  1.3             and towns to prescribe speed limits on streets and 
  1.4             highways under their jurisdiction; amending Minnesota 
  1.5             Statutes 1998, section 169.14, by adding a subdivision.
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 169.14, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5f.  [SPEED LIMIT ON STREET OR ROAD.] A town or 
  1.10  statutory or home rule charter city may by ordinance establish a 
  1.11  speed limit below the speed limit in subdivision 2, paragraph 
  1.12  (a), clause (1), on a street or highway that (1) is under the 
  1.13  jurisdiction of the city or town, (2) is located in an urban 
  1.14  district, and (3) has been functionally classified as local.  A 
  1.15  speed limit may be established under this subdivision only if 
  1.16  the speed limit so established applies to all streets and 
  1.17  highways under the jurisdiction of the city or town that are 
  1.18  located in an urban district and have been functionally 
  1.19  classified as local.  The ordinance must prescribe the effective 
  1.20  date of the speed limit so established.  A speed in excess of a 
  1.21  speed limit established under this subdivision is unlawful.
