  1.1                          A bill for an act 
  1.2             relating to education; permitting applicants for a 
  1.3             temporary limited teaching license or a personnel 
  1.4             variance to submit their application by July 1 in any 
  1.5             year; directing the board of teaching to amend its 
  1.6             rules to conform with the July 1 date; amending 
  1.7             Minnesota Statutes 2000, section 122A.18, by adding a 
  1.8             subdivision.  
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 122A.18, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 7b.  [TEMPORARY LIMITED LICENSES; PERSONNEL 
  1.13  VARIANCES.] (a) The board of teaching must accept applications 
  1.14  for a temporary limited teaching license beginning July 1 of the 
  1.15  school year for which the license is requested and must issue or 
  1.16  deny the temporary limited teaching license within 30 days of 
  1.17  receiving the complete application. 
  1.18     (b) The board of teaching must accept applications for a 
  1.19  personnel variance beginning July 1 of the school year for which 
  1.20  the variance is requested and must issue or deny the personnel 
  1.21  variance within 30 days of receiving the complete application. 
  1.22     [EFFECTIVE DATE.] This section is effective for the 
  1.23  2001-2002 school year and following.  
  1.24     Sec. 2.  [BOARD OF TEACHING; RULES.] 
  1.25     The board of teaching shall amend Minnesota Rules, parts 
  1.26  8710.1250, subpart 3, and 8710.1400, subpart 3, to conform with 
  1.27  section 1 by deleting "August 1" and inserting "July 1."  This 
  2.1   amendment must be done according to Minnesota Statutes, section 
  2.2   14.388, under authority of clause (3) of that section.  
  2.3      [EFFECTIVE DATE.] This section is effective the day 
  2.4   following final enactment.
