A bill for an act
relating to arts and cultural heritage; appropriating money for community arts
education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; STUDENT ACHIEVEMENT THROUGH FINE
ARTS.

new text begin $5,000,000 in fiscal year 2014 and $5,000,000 in fiscal year 2015 are appropriated
from the arts and cultural heritage fund to the Board of the Arts for a grant program to
provide funding to create, maintain, and promote community arts and cultural education
centers. The Board of the Arts shall administer the grant program in the form and manner
specified by the board, but must give preference to the applications that offer comprehensive
arts education and collaboration with school districts or other educational organizations.
new text end new text begin A community arts or cultural education center located within a district with at least one
school site in which student achievement levels do not meet state and local expectations
under Minnesota Statutes, section 120B.35, subdivision 2, paragraph (a), is eligible to
apply for a grant funded under this section. An application must be made by a nonprofit
corporation or cultural organization and describe the program in detail. The grant recipient
must make opportunities available to students at schools where student achievement
does not meet state and local expectations. The application must be accompanied by
scientifically based research showing that similar fine arts programs have had the impact
of raising reading or mathematics skills of students participating in these programs.
