A bill for an act
relating to education; establishing curriculum review and best practices sharing;
appropriating money; proposing coding for new law in Minnesota Statutes, chapter
120B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The department must establish a process for a
teacher to submit a curriculum aligned to the language arts, mathematics, or science standards
and benchmarks for review and best practices sharing. The process developed under this
section is not a rule for purposes of chapter 14 and section 14.386 does not apply.

new text begin (b) A review team consisting of Tier 3 and 4 teachers holding licenses in the standard
area must review the submitted curricula. The department, in conjunction with stakeholders,
must publicize the process for submitting curriculum.

new text begin Curriculum sharing. new text end

new text begin Curricula selected by the review team as model curricula
must be available to teachers throughout the state. The department's website must contain
the selected curricula or links to stakeholders' websites with the curricula selected as best
practices. The website must indicate that the selected curricula are examples aligned to
appropriate standards and benchmarks, but the examples are not considered endorsements
by the department. The first shared curricula must be posted by January 1, 2020.

new text begin The department may pay a stipend to a member of the review team
and to a teacher whose curriculum is chosen for sharing. The stipend for a review team
member equals $....... The stipends for a teacher whose curriculum is chosen for sharing
equals $....... Stipends must be given on a first-come, first-served basis. The department
may only use money appropriated for this purpose in granting a stipend under this
subdivision.
