A bill for an act
relating to state government; appropriating money to establish a statewide
self-advocacy network project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin (a) $500,000 in fiscal year 2008 and $500,000 in fiscal year 2009 are appropriated
from the general fund to the commissioner of administration for a grant to the Council
on Developmental Disabilities for the purpose of establishing a statewide self-advocacy
network for persons with intellectual and developmental disabilities (ID/DD).

new text begin (b) The self-advocacy network shall:

new text begin (1) ensure that persons with ID/DD are informed of their rights in employment,
housing, transportation, voting, government policy, and other issues pertinent to the
ID/DD community;

new text begin (2) provide public education and awareness of the civil and human rights issues
faced by persons with ID/DD;
new text end

new text begin (3) provide funds, technical assistance, and other resources for self-advocacy groups
across the state; and
new text end

new text begin (4) organize systems of communications to facilitate an exchange of information
between self-advocacy groups.

new text begin (c) This appropriation is in addition to any other appropriations and must be added
to the base appropriation beginning in fiscal year 2010.
