  1.1                          A bill for an act 
  1.2             relating to local government; providing for a study, a 
  1.3             report to the legislature, and an educational program 
  1.4             by the board of architecture, engineering, land 
  1.5             surveying, landscape architecture, geoscience, and 
  1.6             interior design relating to the design and 
  1.7             construction of local government buildings. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [STUDY.] 
  1.10     The board of architecture, engineering, land surveying, 
  1.11  landscape architecture, geoscience, and interior design, in 
  1.12  conjunction with various local government organizations such as 
  1.13  the Association of Minnesota Counties, the Minnesota Association 
  1.14  of Townships, the Association of Small Cities, and the League of 
  1.15  Minnesota Cities, shall undertake a study and analysis of 
  1.16  buildings and structures constructed by local governmental units 
  1.17  involving projects with a cost of up to $150,000 to identify 
  1.18  buildings which can be constructed without the use of an 
  1.19  architect or engineer licensed under Minnesota Statutes, 
  1.20  sections 326.01 to 326.15, without endangering the public 
  1.21  health, safety, and welfare.  The study shall be completed not 
  1.22  later than January 15, 2002, and the board must report to the 
  1.23  appropriate standing committees of the legislature by February 
  1.24  1, 2002.  
  1.25     Sec. 2.  [EDUCATIONAL PROGRAM.] 
  1.26     The board of architecture, engineering, land surveying, 
  2.1   landscape architecture, geoscience, and interior design shall 
  2.2   develop and implement a program to educate local units of 
  2.3   government on the requirements for using architects and 
  2.4   engineers with respect to the construction of public buildings 
  2.5   and structures, including exempt buildings, not later than 
  2.6   January 1, 2002.  
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      Sections 1 and 2 are effective the day following final 
  2.9   enactment.
