  1.1             CONFERENCE COMMITTEE REPORT ON H.F. NO. 1153 
  1.2                          A bill for an act 
  1.3             relating to local government; exempting certain 
  1.4             building projects from the requirement to employ an 
  1.5             architect; amending Minnesota Statutes 2000, section 
  1.6             326.03, by adding a subdivision.

  1.14     We, the undersigned conferees for H.F. No. 1153, report 
  1.15  that we have agreed upon the items in dispute and recommend as 
  1.16  follows: 
  1.17     
  1.18     That the Senate recede from its amendments and that H.F. No.
  1.19  1153 be further amended as follows: 
  1.20     Page 1, line 10, delete "$150,000" and insert "$50,000" 
  1.21     Page 1, line 13, delete "$150,000" and insert "$50,000" 
  1.22     Page 1, after line 16, insert: 
  1.23     "Section 1.  [STUDY.] 
  1.24     The board of architects, engineers, surveyors, landscape 
  1.25  architects, geoscientists, and interior designers, in 
  1.26  conjunction with various local government organizations such as 
  1.27  the Association of Minnesota Counties, the Minnesota Association 
  1.28  of Townships, the Association of Small Cities, and the League of 
  2.1   Minnesota Cities, shall undertake a study and analysis of 
  2.2   buildings and structures constructed by local governmental units 
  2.3   involving projects with a cost of up to $150,000 to identify 
  2.4   buildings which can be constructed without the use of an 
  2.5   architect or engineer licensed under Minnesota Statutes, 
  2.6   sections 326.01 to 326.15, without endangering the public 
  2.7   health, safety, and welfare.  The study shall also consider 
  2.8   buildings allowed under the exemption created under section 
  2.9   326.03, subdivision 2a.  The study shall be completed not later 
  2.10  than January 15, 2002, and the board must report to the 
  2.11  appropriate standing committees of the legislature by February 
  2.12  1, 2002.  
  2.13     Sec. 2.  [EDUCATIONAL PROGRAM.] 
  2.14     The board of architects, engineers, surveyors, landscape 
  2.15  architects, geoscientists, and interior designers shall develop 
  2.16  and implement a program to educate local units of government on 
  2.17  the requirements for using architects and engineers with respect 
  2.18  to the construction of public buildings and structures, 
  2.19  including exempt buildings, not later than January 1, 2002.  
  2.20     Sec. 3.  [EFFECTIVE DATE.] 
  2.21     Sections 2 and 3 are effective the day following final 
  2.22  enactment." 
  2.23     Amend the title as follows 
  2.24     Page 1, line 4, after the semicolon, insert "providing for 
  2.25  a study, a report to the legislature, and an educational program 
  2.26  by the board of architects, engineers, surveyors, landscape 
  2.27  architects, geoscientists, and interior designers relating to 
  2.28  the design and construction of local government buildings;" 
  2.29     Renumber the sections in sequence 
  3.1      We request adoption of this report and repassage of the 
  3.2   bill.
