  1.1                          A bill for an act 
  1.2             relating to liquor; licensing and permitting 
  1.3             requirements; amending Minnesota Statutes 1994, 
  1.4             sections 340A.401; and 340A.414, subdivision 1. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 340A.401, is 
  1.7   amended to read: 
  1.8      340A.401 [LICENSE REQUIRED.] 
  1.9      Except as provided in this chapter, no person may directly 
  1.10  or indirectly, on any pretense or by any device, sell, barter, 
  1.11  keep for sale, charge for possession, or otherwise dispose of 
  1.12  alcoholic beverages as part of a commercial transaction without 
  1.13  having obtained a license. 
  1.14     Sec. 2.  Minnesota Statutes 1994, section 340A.414, 
  1.15  subdivision 1, is amended to read: 
  1.16     Subdivision 1.  [PERMIT REQUIRED.] No business 
  1.17  establishment or club which does not hold an on-sale 
  1.18  intoxicating liquor license may directly or indirectly allow the 
  1.19  consumption and display of intoxicating liquor alcoholic 
  1.20  beverages or knowingly serve any liquid for the purpose of 
  1.21  mixing with intoxicating liquor without first having obtained a 
  1.22  permit from the commissioner.
