relating to natural resources; appropriating money from the parks and trails fund.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PARKS AND TRAILS FUND APPROPRIATIONS.

new text begin The sums shown in the columns marked "Appropriations" are appropriated to the
agencies and for the purposes specified in this act. The appropriations are from the parks
and trails fund, or another named fund, and are available for the fiscal years indicated for
each purpose. The figures "2012" and "2013" used in this act mean that the appropriations
listed under them are available for the fiscal year ending June 30, 2012, or June 30, 2013,
respectively. "The first year" is fiscal year 2012. "The second year" is fiscal year 2013.
"The biennium" is fiscal years 2012 and 2013. Appropriations for the fiscal year ending
June 30, 2011, are effective the day following final enactment. All appropriations in
this act are onetime.

new text begin (a) $15,317,000 the first year is for state
parks, recreation areas, and trails to:

new text begin (1) connect people to the outdoors;
new text end

new text begin (2) acquire land and create opportunities;
new text end

new text begin (3) maintain existing holdings, including
developing and redeveloping facilities,
and improving accessibility and energy
efficiency; and
new text end

new text begin (4) improve cooperation by coordinating
with partners to implement the 25-year
long-range parks and trails legacy plan.

new text begin (b) $7,658,000 the first year is for grants
under Minnesota Statutes, section 85.535,
to acquire, develop, improve, and restore
parks and trails of regional or statewide
significance. Up to 2.5 percent of this
appropriation may be used for administering
the grants. Any unencumbered balance does
not cancel at the end of the first year and is
available for the second year.

new text begin (c) $38,000 the first year is for a technical
assistance panel to conduct up to ten
restoration audits under Minnesota Statutes,
section 85.53, subdivision 5.

new text begin (d) $600,000 the first year is for grants
to veterans camps for making capital
improvements related to the health and safety
of veterans and families who use the camps.
Of this amount, $500,000 is for the Disabled
Veterans Rest Camp located on Big Marine
Lake in Washington County and $100,000 is
for the Veterans on the Lake Resort located
on Fall Lake in St. Louis County. The
grants must be matched by contributions
from nongovernmental private sources. The
commissioner shall make portions of the
grants provided in this paragraph available
in $100,000 increments whenever matching
contributions in those amounts are obtained
from nongovernmental private sources. This
appropriation is available until spent.

and not substitute for traditional sources of
funding.
