  1.1                          A bill for an act 
  1.2             relating to elections; authorizing the electors of a 
  1.3             metropolitan town to move the town election from March 
  1.4             to November; amending Minnesota Statutes 1996, section 
  1.5             205.075, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 205.075, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [ALTERNATE DATE; METROPOLITAN TOWNS.] The 
  1.10  governing body of A town located in the metropolitan area as 
  1.11  defined by section 473.121 may, by resolution or ordinance, 
  1.12  designate the first Tuesday after the first Monday in November 
  1.13  of either the even-numbered or the odd-numbered year as the date 
  1.14  of the town general election.  Town supervisors elected at a 
  1.15  November town general election shall serve four-year terms. 
  1.16     The ordinance or resolution changing the date of the town 
  1.17  general election must include a plan to shorten or lengthen the 
  1.18  terms of office to provide an orderly transition to the November 
  1.19  election schedule.  
  1.20     The ordinance or resolution changing the date of the town 
  1.21  general election may be proposed by the town board or by a 
  1.22  resolution of the electors adopted at the annual town meeting 
  1.23  and is effective upon an affirmative vote of the voters of the 
  1.24  town electors at the next town general election. 
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.1      This act is effective the day following final enactment and 
  2.2   applies retroactively to resolutions adopted by the electors of 
  2.3   a town on or after March 1, 1997.
