A bill for an act
relating to economic development; appropriating money for Somali young adult
and youth job training.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOMALI YOUNG ADULT AND YOUTH JOB TRAINING.

new text begin (a) $1,000,000 in fiscal year 2022 and $1,000,000 in fiscal year 2023 are appropriated
from the workforce development fund to the commissioner of the Department of Employment
and Economic Development for a grant to be awarded to a Somali-led nonprofit organization
that provides for Somali young adult and youth job training and workforce development.
The purpose of the grant is to provide internship and mentorship opportunities to aid Somali
youth and young adults to build job skills and create pathways to future private and public
sector employment.

new text begin (1) have at least four years of experience in providing job skills training and workforce
development services to Somali communities;

new text begin (2) be a nonprofit organization that is 100 percent Somali-led, including board
membership;
new text end

new text begin (3) have a history of successful past collaboration with culturally specific job skills
training and workforce development community initiatives; and
new text end

new text begin (4) have an annual budget of at least $350,000 annually.
