1.2relating to state government; ratifying labor agreements and compensation plans; \n\line 1.3appropriating money. \n\line 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: \n\line \n\line 1.5 Section 1. {\ul LABOR AGREEMENTS AND COMPENSATION PLANS.} \n\line 1.6 {\ul Subdivision 1.} {\ul American Federation of State, County and Municipal Employees.} \n\line 1.7{\ul The labor agreement between the state of Minnesota and the American Federation of } \n\line 1.8{\ul State, County and Municipal Employees, Council 5, Unit 225, recommended for approval } \n\line 1.9{\ul by the Legislative Coordinating Commission Subcommittee on Employee Relations on } \n\line 1.10{\ul March 11, 2013, is ratified.} \n\line 1.11 {\ul Subd. 2.} {\ul Inter Faculty Organization.} {\ul The labor agreement between the state } \n\line 1.12{\ul of Minnesota and the Inter Faculty Organization, recommended for approval by the } \n\line 1.13{\ul Legislative Coordinating Commission Subcommittee on Employee Relations on March } \n\line 1.14{\ul 11, 2013, is ratified.} \n\line 1.15 {\ul Subd. 3.} {\ul Minnesota Nurses Association.} {\ul The labor agreement between the state } \n\line 1.16{\ul of Minnesota and the Minnesota Nurses Association, recommended for approval by the } \n\line 1.17{\ul Legislative Coordinating Commission Subcommittee on Employee Relations on March } \n\line 1.18{\ul 11, 2013, is ratified.} \n\line 1.19 {\ul Subd. 4.} {\ul Office of Higher Education.} {\ul The compensation plan for unrepresented } \n\line 1.20{\ul employees of the Office of Higher Education, recommended for approval by the } \n\line 1.21{\ul Legislative Coordinating Commission Subcommittee on Employee Relations on March } \n\line 1.22{\ul 11, 2013, is ratified.} \n\line 1.23 {\ul Subd. 5.} {\ul Minnesota Government Engineering Council.} {\ul The collective bargaining } \n\line 1.24{\ul agreement between the state of Minnesota and the Minnesota Government Engineering } \n\line 2.1{\ul Council, recommended for approval by the Legislative Coordinating Commission } \n\line 2.2{\ul Subcommittee on Employee Relations on March 21, 2013, is ratified.} \n\line 2.3 {\ul Subd. 6.} {\ul Minnesota State University Association of Administrative and } \n\line 2.4{\ul Service Faculty.} {\ul The collective bargaining agreement between the state of Minnesota } \n\line 2.5{\ul and the Minnesota State University Association of Administrative and Service Faculty, } \n\line 2.6{\ul recommended for approval by the Legislative Coordinating Commission Subcommittee } \n\line 2.7{\ul on Employee Relations on March 21, 2013, is ratified.} \n\line 2.8 {\ul Subd. 7.} {\ul Minnesota state college faculty.} {\ul The collective bargaining agreement } \n\line 2.9{\ul between the state of Minnesota and the Minnesota state college faculty, recommended } \n\line 2.10{\ul for approval by the Legislative Coordinating Commission Subcommittee on Employee } \n\line 2.11{\ul Relations on May 1, 2013, is ratified.} \n\line 2.12 {\ul Subd. 8.} {\ul MnSCU administrators.} {\ul The personnel plan for Minnesota State Colleges } \n\line 2.13{\ul and Universities administrators, recommended for approval by the Legislative Coordinating } \n\line 2.14{\ul Commission Subcommittee on Employee Relations on May 1, 2013, is ratified.} \n\line 2.15 {\ul Subd. 9.} {\ul Minnesota Insurance Marketplace.} {\ul The personnel plan for managers } \n\line 2.16{\ul for the Minnesota Insurance Marketplace, recommended for approval by the Legislative } \n\line 2.17{\ul Coordinating Commission Subcommittee on Employee Relations on May 1, 2013, is } \n\line 2.18{\ul ratified.} \n\line \n\line 2.19 Sec. 2. {\ul CARRYFORWARD AUTHORITY; MINNESOTA LAW } \n\line 2.20{\ul ENFORCEMENT ASSOCIATION RETROACTIVE CONTRACT FUNDING.} \n\line 2.21{\ul If a collective bargaining agreement between the commissioner of management and } \n\line 2.22{\ul budget and the Minnesota Law Enforcement Association for the period from July 1, } \n\line 2.23{\ul 2011, to June 30, 2013, is not implemented before June 30, 2013, the commissioner } \n\line 2.24{\ul of management and budget may allow the agencies identified in clauses (1) to (6) to } \n\line 2.25{\ul carry forward unexpended and unencumbered nongrant operating balances from fiscal } \n\line 2.26{\ul year 2013 to provide funding for any retroactive salary increase included in the final } \n\line 2.27{\ul collective bargaining agreement for the period from July 1, 2011, to June 30, 2013. The } \n\line 2.28{\ul carryforward authority in this section may not exceed the amounts indicated and is limited } \n\line 2.29{\ul to the agencies and funds identified in clauses (1) to (6):} \n\line 2.30{\ul (1) $400,000 from the trunk highway fund } \n\line 2.31{\ul for the Department of Public Safety;} \n\line 2.32{\ul (2) $5,000 from the general fund for the } \n\line 2.33{\ul Department of Corrections;} \n\line 3.1{\ul (3) $5,000 from the insurance fraud } \n\line 3.2{\ul protection fund for the Department of } \n\line 3.3{\ul Commerce;} \n\line 3.4{\ul (4) $14,000 from the general fund for the } \n\line 3.5{\ul Department of Natural Resources;} \n\line 3.6{\ul (5) $29,000 from the natural resources fund } \n\line 3.7{\ul for the Department of Natural Resources; and} \n\line 3.8{\ul (6) $83,000 from the game and fish fund for } \n\line 3.9{\ul the Department of Natural Resources.} \n\line \n\line 3.10 Sec. 3. {\ul EFFECTIVE DATE.} \n\line 3.11{\ul Sections 1 and 2 are effective the day following final enactment.} \n\line \n\line
