  1.1                          A bill for an act 
  1.2             relating to highways; redefining "directional sign"; 
  1.3             requiring the commissioner of transportation to erect 
  1.4             directional signs at specified locations for the New 
  1.5             Life Treatment Center; requiring directional sign on 
  1.6             I-494 for Normandale Community College; amending 
  1.7             Minnesota Statutes 1998, section 173.02, subdivision 6.
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1998, section 173.02, 
  1.10  subdivision 6, is amended to read: 
  1.11     Subd. 6.  [VARIOUS SIGNS AND NOTICES DEFINED.] Directional 
  1.12  and other official signs and notices shall mean: 
  1.13     (a) "Official signs and notices" mean signs and notices 
  1.14  erected and maintained by public officers or public agencies 
  1.15  within their territorial jurisdiction and pursuant to and in 
  1.16  accordance with direction or authorization contained in federal 
  1.17  or state law for the purposes of carrying out an official duty 
  1.18  or responsibility.  Historical markers authorized by state law 
  1.19  and erected by state or local governmental agencies or nonprofit 
  1.20  historical societies, star city signs erected under section 
  1.21  173.085, and municipal identification entrance signs erected in 
  1.22  accordance with section 173.025 may be considered official signs.
  1.23     (b) "Public utility signs" mean warning signs, notices, or 
  1.24  markers which are customarily erected and maintained by publicly 
  1.25  or privately owned public utilities, as essential to their 
  1.26  operations.  
  2.1      (c) "Service club and religious notices" mean signs and 
  2.2   notices, not exceeding eight square feet in advertising area, 
  2.3   whose erection is authorized by law, relating to meetings and 
  2.4   location of nonprofit service clubs or charitable associations, 
  2.5   or religious services.  
  2.6      (d) "Directional signs" means signs containing directional 
  2.7   information about public places owned or operated by federal, 
  2.8   state, or local governments public authorities as defined in 
  2.9   Code of Federal Regulations, title 23, section 460.02, paragraph 
  2.10  (b), or their agencies, publicly or privately owned natural 
  2.11  phenomena, historic, cultural, scientific, educational, and 
  2.12  religious sites, and areas of natural scenic beauty or naturally 
  2.13  suited for outdoor recreation, deemed to be in the interest of 
  2.14  the traveling public.  To qualify for directional signs, 
  2.15  privately owned attractions must be nationally or regionally 
  2.16  known, and of outstanding interest to the traveling public.  
  2.17     (e) All definitions in this subdivision are intended to be 
  2.18  in conformity with the national standards for directional and 
  2.19  other official signs.  
  2.20     Sec. 2.  [COMMISSIONER TO ERECT SIGNS.] 
  2.21     The commissioner of transportation shall erect, at nonstate 
  2.22  expense, at the intersections of Pipestone county state-aid 
  2.23  highway No. 18 with marked trunk highways Nos. 23 and 30, one 
  2.24  sign in each direction displaying directions to the New Life 
  2.25  Treatment Center.  
  2.26     Sec. 3.  [NORMANDALE COLLEGE DIRECTIONAL SIGNS.] 
  2.27     The commissioner of transportation shall place directional 
  2.28  signs for Normandale Community College on each side of marked 
  2.29  interstate highway No. 494 before the exit ramps at its 
  2.30  intersection with France Avenue South, and on the south side of 
  2.31  that highway at its intersection with Normandale Boulevard.  The 
  2.32  commissioner shall take no action under this section until 
  2.33  determining that the cost of designing, manufacturing, and 
  2.34  installing the signs will be paid by Normandale Community 
  2.35  College. 
  2.36     Sec. 4.  [EFFECTIVE DATE.] 
  3.1      Section 2 is effective the day following final enactment.
