  1.1                          A bill for an act 
  1.2             relating to higher education; clarifying the mission 
  1.3             of the Minnesota state colleges and universities; 
  1.4             amending Minnesota Statutes 1996, sections 135A.052, 
  1.5             subdivision 1; and 136F.05. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 135A.052, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [STATEMENT OF MISSIONS.] The legislature 
  1.10  recognizes each public post-secondary system to have a 
  1.11  distinctive mission within the overall provision of public 
  1.12  higher education in the state and a responsibility to cooperate 
  1.13  with the other systems system.  These missions are as follows: 
  1.14     (1) the technical college system shall offer vocational 
  1.15  training and education to prepare students for skilled 
  1.16  occupations that do not require a baccalaureate degree; 
  1.17     (2) the community college system shall offer lower division 
  1.18  instruction in academic programs, occupational programs in which 
  1.19  all credits earned will be accepted for transfer to a 
  1.20  baccalaureate degree in the same field of study, and remedial 
  1.21  studies, for students transferring to baccalaureate institutions 
  1.22  and for those seeking associate degrees; 
  1.23     (3) the state university system shall offer undergraduate 
  1.24  and graduate instruction through the master's degree, including 
  1.25  specialist certificates, in the liberal arts and sciences and 
  2.1   professional education; and 
  2.2      (a) The Minnesota state colleges and universities shall 
  2.3   provide accessible high quality, future-oriented education and 
  2.4   community service through technical, prebaccalaureate, 
  2.5   baccalaureate, master's, occupational, and continuing education 
  2.6   programs.  The programs include: 
  2.7      (1) technical and occupational education programs which 
  2.8   prepare students for skilled occupations that do not require a 
  2.9   baccalaureate degree; 
  2.10     (2) prebaccalaureate programs which offer lower division 
  2.11  instruction in academic programs, occupational programs in which 
  2.12  credits earned will be accepted for transfer to a baccalaureate 
  2.13  degree, and remedial studies; and 
  2.14     (3) baccalaureate and graduate programs which offer 
  2.15  undergraduate and graduate instruction through the master's 
  2.16  degree, including specialist certificates, in the liberal arts 
  2.17  and sciences and professional education. 
  2.18     (4) (b) The University of Minnesota shall offer 
  2.19  undergraduate, graduate, and professional instruction through 
  2.20  the doctoral degree, and shall be the primary state supported 
  2.21  academic agency for research and extension services. 
  2.22     (c) It is part of the mission of each system that within 
  2.23  the system's resources the system's governing board and 
  2.24  chancellor or president shall endeavor to: 
  2.25     (a) (1) prevent the waste or unnecessary spending of public 
  2.26  money; 
  2.27     (b) (2) use innovative fiscal and human resource practices 
  2.28  to manage the state's resources and operate the system as 
  2.29  efficiently as possible; 
  2.30     (c) (3) coordinate the system's activities wherever 
  2.31  appropriate with the activities of other systems and 
  2.32  governmental agencies; 
  2.33     (d) (4) use technology where appropriate to increase system 
  2.34  productivity, improve customer service, increase public access 
  2.35  to information about the system, and increase public 
  2.36  participation in the business of the system; 
  3.1      (e) (5) utilize constructive and cooperative 
  3.2   labor-management practices to the extent otherwise required by 
  3.3   chapters 43A and 179A; and 
  3.4      (f) (6) recommend to the legislature appropriate changes in 
  3.5   law necessary to carry out the mission of the system. 
  3.6      Sec. 2.  Minnesota Statutes 1996, section 136F.05, is 
  3.7   amended to read: 
  3.8      136F.05 [MISSIONS.] 
  3.9      The mission of the board is to provide programs of study 
  3.10  that meet the needs of students for occupational, general, 
  3.11  baccalaureate, and graduate education.  The state colleges and 
  3.12  universities, community colleges, and technical colleges shall 
  3.13  have distinct missions as the mission provided in section 
  3.14  135A.052, subdivision 1.  Within that statutory definition and 
  3.15  subject to the approval of the board, each community college, 
  3.16  state university, and technical college may develop its own 
  3.17  distinct campus mission.  The board shall develop administrative 
  3.18  arrangements that make possible the efficient use of the 
  3.19  facilities and staff of the technical colleges, community 
  3.20  colleges, and state universities for providing these several 
  3.21  different programs of study, so that students may have the 
  3.22  benefit of improved and broader course offerings, ease of 
  3.23  transfer among schools and programs, integrated course credit, 
  3.24  coordinated degree programs, and coordinated financial aid.  In 
  3.25  carrying out the merger of the three separate systems, the board 
  3.26  shall control administrative costs by eliminating duplicative 
  3.27  administrative positions and course offerings.
