A bill for an act
relating to capital improvements; authorizing the sale and issuance of state
bonds; appropriating money for the Shell Rock River Watershed District flood
mitigation project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $128,000 is appropriated from the bond proceeds fund to the commissioner of
natural resources for a grant to the Shell Rock River Watershed District to alleviate
flooding in the city of Albert Lea caused by excess water from blocked storm sewer
facilities. To divert the water, the watershed district may reroute it by constructing
settling ponds, restoring wetlands, using meadows and floodplain areas, and other types
of filtration systems for publicly owned capital improvements. The city of Albert Lea
may integrate park and trail components in these areas for environmental and historical
education and create cultural and recreational opportunities.

new text begin The Shell Rock River Watershed District must provide matching funds in the
amount of 50 percent of the total project costs.

Sec. 2. new text begin BOND AUTHORIZATION.

new text begin To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to
$128,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
