  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money for 
  1.3             a grant to the Lewis and Clark rural water system 
  1.4             joint powers board. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $25,000 in fiscal year 2000 and $25,000 in fiscal year 2001 
  1.8   is appropriated from the general fund to the commissioner of 
  1.9   natural resources for a grant to the joint powers board 
  1.10  established under Minnesota Statutes, section 471.59, for the 
  1.11  Lewis and Clark rural water system.  The joint powers board must 
  1.12  prepare an annual work plan that identifies actions to be taken 
  1.13  to advance the Lewis and Clark project as a continuing source of 
  1.14  water to meet water supply needs in the southwest part of the 
  1.15  state.  The work plan must include a report on the ongoing 
  1.16  efforts of member cities rural water systems to conserve water 
  1.17  and protect existing groundwater supplies.  The work plan is 
  1.18  subject to review and approval by the commissioner of natural 
  1.19  resources.  The appropriation is available to the extent matched 
  1.20  by an equal amount of nonstate money.
