  1.1                          A bill for an act 
  1.2             relating to highways; requiring study and report by 
  1.3             commissioner of transportation of use of I-394 "sane 
  1.4             lanes" by single-occupant vehicles; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [I-394 LANE USE.] 
  1.8      Notwithstanding other law to the contrary, the commissioner 
  1.9   of transportation shall order that no lane of marked interstate 
  1.10  highway I-394 may be restricted for the exclusive use of 
  1.11  high-occupancy vehicles, for a period of time during the year 
  1.12  2001, as determined by the commissioner, but not less than 
  1.13  ...... weeks.  This section does not prohibit temporary closure 
  1.14  or other traffic flow restrictions that are necessary to ensure 
  1.15  public safety. 
  1.16     Sec. 2.  [SIGN MODIFICATIONS.] 
  1.17     The commissioner shall remove, conceal, modify, or install 
  1.18  signs and make other changes necessary or desirable to ensure 
  1.19  public safety and to inform drivers of the lane use changes 
  1.20  described in section 1. 
  1.21     Sec. 3.  [OBEDIENCE TO TRAFFIC-CONTROL DEVICE.] 
  1.22     During the period of time designated by the commissioner 
  1.23  under section 1, failure to obey a traffic-control device on 
  1.24  I-394 that restricts a lane of marked highway I-394 to 
  1.25  high-occupancy vehicles shall not constitute a violation of law. 
  2.1      Sec. 4.  [STUDY.] 
  2.2      The commissioner shall study and report to the legislature 
  2.3   by February 1, 2002, the traffic flow and highway safety results 
  2.4   on I-394 for the period of the study.  The commissioner shall 
  2.5   gather and compile any relevant facts, comparisons, statistics, 
  2.6   or other relevant data and report findings and conclusions. 
  2.7      Sec. 5.  [APPROPRIATION.] 
  2.8      $....... is appropriated from the trunk highway fund to the 
  2.9   commissioner of transportation for fiscal year 2002 for the 
  2.10  purpose of the study in section 4.
