  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of bonds to remodel a medical facility; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DULUTH FAMILY PRACTICE RESIDENCY PROGRAM 
  1.7   FACILITY CAPITAL LOAN.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $1,000,000 is appropriated 
  1.9   from the bond proceeds fund to the board of regents of the 
  1.10  University of Minnesota to remodel the clinic building used by 
  1.11  the Duluth family practice residency program. 
  1.12     Subd. 2.  [BONDS.] To provide the money appropriated by 
  1.13  this section from the bond proceeds fund, the commissioner of 
  1.14  finance, on request of the governor, shall sell and issue bonds 
  1.15  of the state in an amount up to $1,000,000 in the manner, on the 
  1.16  terms, and with the effect prescribed by Minnesota Statutes, 
  1.17  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.18  article XI, sections 4 to 7.
