A bill for an act
relating to education finance; creating a seasonal recreational equalizing
component to certain operating referenda; amending Minnesota Statutes 2010,
section 126C.17, by adding subdivisions.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2010, section 126C.17, is amended by adding a
subdivision to read:

new text begin Seasonal recreational property equalization. new text end

(a) A school district
is eligible for additional seasonal recreational equalization aid computed under this
subdivision.

(b) A district's seasonal recreational equalization aid equals the district's initial
referendum levy computed under subdivisions 6 and 8 minus the lesser of: (1) 50 percent
of the amount of the district's per pupil referendum revenue; or (2) the amount of the
district's seasonal recreational local share revenue. In no case may the total seasonal
recreational equalization aid exceed $250 per pupil unit.

Sec. 2.
Minnesota Statutes 2010, section 126C.17, is amended by adding a subdivision
to read:

A district's seasonal
recreational local share revenue equals 50 percent of the total amount levied in the
previous taxes payable year under section 275.025 on seasonal recreational property
within the district.

Sec. 3.
Minnesota Statutes 2010, section 126C.17, is amended by adding a subdivision

A district's net referendum levy equals the district's
initial referendum levy under subdivisions 6 and 8 less the amount of seasonal recreational
equalization aid provided under subdivision 14.
