relating to regulated industries; providing a grant
for research; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding Minnesota Statutes, section 116C.779,
subdivision 1, paragraph (b), $2,000,000 is appropriated from
the renewable development account to the University of Minnesota
Institute for Renewable Energy and the Environment for a grant
to be made in fiscal year 2005 for research on a closed-loop
elemental recycling technology that utilizes radiant energy at
temperatures exceeding 30,000 degrees Fahrenheit to chemically
decompose hazardous and nonhazardous wastes and reformulate the
atoms into a clean synthetic fuel, gas, and other marketable
commodities without producing toxic emissions or by-products.
