  1.1                          A bill for an act 
  1.2             relating to environmental funding; appropriating money 
  1.3             for and authorizing certain pollution control agency 
  1.4             programs. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [POLLUTION CONTROL AGENCY APPROPRIATION.] 
  1.7      (a) $4,017,500 is appropriated from the environmental fund 
  1.8   for the biennium ending June 30, 2003, to the commissioner of 
  1.9   the pollution control agency for creation and administration of 
  1.10  the programs described in paragraphs (b) to (h). 
  1.11     (b) $82,500 is for a comprehensive air emissions 
  1.12  inventory.  One full-time equivalent employee is authorized to 
  1.13  administer the program and a ten percent full-time equivalent 
  1.14  employee is authorized for information systems assistance. 
  1.15     (c) $2,000,000 is for an incentive program to encourage 
  1.16  turnover of polluting commercial vehicles. 
  1.17     (d) $200,000 is for education and outreach to educate the 
  1.18  public about air pollution from off-road equipment and vehicles 
  1.19  and to encourage the purchase of cleaner equipment and vehicles. 
  1.20     (e) $200,000 is for education and outreach about grossly 
  1.21  polluting vehicles and proper vehicle maintenance.  
  1.22     (f) $1,000,000 is to create incentives for the use of 
  1.23  fuel-efficient vehicles, including education and outreach to 
  1.24  encourage the public to make cleaner choices and to understand 
  1.25  the links between transportation and air quality. 
  2.1      (g) $285,000 is to expand monitoring of toxic air 
  2.2   pollutants.  One full-time equivalent employee is authorized to 
  2.3   administer the program. 
  2.4      (h) $250,000 is for a systematic examination from a health 
  2.5   risk perspective of point sources with the highest potential for 
  2.6   toxic emissions and for technology review.
