A bill for an act
relating to state government; prohibiting business license revocation due to
noncompliance with executive order; imposing criminal penalties; amending
Minnesota Statutes 2020, section 4.035, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 4.035, is amended by adding a subdivision
to read:

(a) Notwithstanding any law to the
contrary, no individual or business may have any license necessary for practicing their
profession or operating their business suspended or revoked due to noncompliance with an
executive order of the governor.

(b) Any representative of the government who, knowing that it is illegal to suspend or
revoke a license due to noncompliance with an executive order, attempts to suspend or
revoke such a license is guilty of a felony and may be sentenced to imprisonment for not
more than ten years or payment of a fine of not more than $20,000, or both.

This section is effective the day following final enactment and
applies to crimes committed on or after that date.
