  1.1                          A bill for an act 
  1.2             relating to education; establishing code of ethics for 
  1.3             supervisory and coaching personnel; amending Minnesota 
  1.4             Statutes 1996, sections 125.05, subdivision 1c; and 
  1.5             128C.08, subdivision 5. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 125.05, 
  1.8   subdivision 1c, is amended to read: 
  1.9      Subd. 1c.  [SUPERVISORY AND COACH QUALIFICATIONS; CODE OF 
  1.10  ETHICS.] The state board of education shall issue licenses under 
  1.11  its jurisdiction to persons the state board finds to be 
  1.12  qualified and competent for their respective positions under the 
  1.13  rules it adopts.  The state board of education must develop, by 
  1.14  rule, a code of ethics for supervisory and coaching personnel 
  1.15  covering standards of professional practices, including areas of 
  1.16  ethical conduct and professional performance and methods of 
  1.17  enforcement.  The state board of education shall consult with 
  1.18  the affected personnel when developing a code of ethics. 
  1.19     Sec. 2.  Minnesota Statutes 1996, section 128C.08, 
  1.20  subdivision 5, is amended to read: 
  1.21     Subd. 5.  [HEAD VARSITY COACH; CODE OF ETHICS.] (a) A head 
  1.22  varsity coach may be excluded under this section only by the 
  1.23  school board employing the coach. 
  1.24     (b) The board of directors of the Minnesota state high 
  1.25  school league or a school board may exclude from any high school 
  2.1   league activity any coach the school board employs who violates 
  2.2   the code of ethics for coaching personnel under section 125.05, 
  2.3   subdivision 1c.
