  1.2             relating to state government; extending a state agency 
  1.3             health promotion and disease prevention program; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 43A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [43A.215] [HEALTH PROMOTION AND DISEASE 
  1.8   PREVENTION PROGRAM.] 
  1.9      The commissioner shall administer a health promotion and 
  1.10  disease prevention program for state employees.  Under this 
  1.11  program, the commissioner may develop and implement statewide 
  1.12  initiatives and may make grants to state agencies.  In 
  1.13  evaluating statewide initiatives and grant proposals, the 
  1.14  commissioner shall give highest priority to proposals that will 
  1.15  maximize health care cost savings, maximize productivity, and 
  1.16  minimize workers' compensation claims.  Each agency that 
  1.17  receives a grant under this section must establish a committee 
  1.18  that includes affected employees.  The committee must assist the 
  1.19  agency in planning, implementing, and evaluating the programs 
  1.20  implemented with grant funds. 
  1.21     Sec. 2.  [APPROPRIATION.] 
  1.22     $250,000 in fiscal year 1996 and $250,000 in fiscal year 
  1.23  1997 are appropriated from the general fund to the commissioner 
  1.24  of employee relations for purposes of section 1.  Funds not 
  1.25  spent in the first year may be carried forward and spent in the 
  2.1   second year.
