  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money for 
  1.3             a master logger certification program. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [MASTER LOGGER CERTIFICATION; APPROPRIATION.] 
  1.6      $302,000 in fiscal year 2002 is appropriated from the 
  1.7   general fund to the commissioner of natural resources for a 
  1.8   contract with the associated contract loggers of Minnesota to 
  1.9   develop and implement a master logger certification program.  
  1.10  The master logger certification program will rely on existing 
  1.11  logger education and training programs, and must be available to 
  1.12  all loggers in the state. The program will establish performance 
  1.13  and enforcement standards consistent with the site-level forest 
  1.14  management guidelines developed under Minnesota Statutes, 
  1.15  section 89A.05.  To the extent possible, the program will also 
  1.16  strive to be consistent with other forest certification programs 
  1.17  operating in the state.  The commissioner shall appoint a 
  1.18  committee to provide oversight in the development and 
  1.19  implementation of the program.  This appropriation must be 
  1.20  matched by $30,000 of cash or in-kind services and is available 
  1.21  until June 30, 2003.
